A. PRO-VICE CHANCELLOR

The University of Health and Allied Sciences invites applications from suitably qualified persons for the following position.The Pro-Vice Chancellor shall, under the Vice Chancellor be responsible for the management of academic functions of the University.

Position: Pro-Vice Chancellor
Reporting to: Vice Chancellor
Effective Date: August 1, 2021

Qualifications and Experience

The applicant must be of Professorial rank and must be a distinguished scholar of international repute with extensive research leadership skills.

Duties

The Pro-Vice Chancellor shall:
  • Coordinate strategies for developing and implementing academic programmes of Schools and Departments
  • Oversee the process of accreditation of programmes as established by the University
  • Ensure the efficient development, coordination and smooth running of academic facilities and policies for teaching and learning
  • Facilitate opportunities for research and faculty development
  • Assist the Vice Chancellor in raising funding to support research and other development projects
  • Oversee the management of student life on campus
  • Serve as Chairman of a number of University Boards and Committees
  • Act for the Vice Chancellor in his absence; and
  • Carry out any other responsibility as may be assigned by the Vice Chancellor.

The Person

  • Must have excellent knowledge in academic and research administration
  • Must have problem-solving and negotiation skills
  • Must be of an unblemished character with high level of personal integrity

Terms of Appointment

The Pro-Vice Chancellor must be able to hold office for a term of three (3) years by retirement age of 60years and is eligible for re-appointment for another term only.

B. UNIVERSITY LIBRARIAN

The University of Health and Allied Sciences invites applications from suitably qualified persons for the following position. The University Librarian, under the Pro-Vice Chancellor shall be responsible for the management of all Libraries and related information and communication materials and resources of the University.

Position: University Librarian
Reporting to: Pro-Vice Chancellor
Effective Date: August 1, 2021

Qualifications and Experience

The applicant must hold at least a Master of Philosophy degree in Library Studies or related discipline with a minimum of 12 year’s relevant post-qualification experience. Relevant professional qualification and a PhD are an added advantage. Person appointed as University Librarian must be of a Professorial rank or eligible for appointment as such.

Duties

The University Librarian shall:
  • Manage the operations of the University Library in accordance with rules and regulations approved by the Academic Board
  • Ensure the implementation of decisions of the Library Board approved by the Academic Board
  • Oversee acquisition and development of library resources in accordance with University policies and procedures
  • Oversee activities of the library staff
  • Be a member of the Academic Board and its Business and Executive Committee.

The Person

  • Must have excellent communications skills
  • Must have excellent knowledge in Information Technology
  • Must have problem-solving and negotiation skills
  • Must have wide practical experience in Librarianship in an academic/research institution

Terms of Appointment

C. DIRECTOR OF INTERNAL AUDIT

The University of Health and Allied Sciences invites applications from suitably qualified persons for the following position. The Director of Internal Audit shall, under the Vice Chancellor be responsible for the audit of accounts, financial transactions and all processes of the University.

Position: Director of Internal Audit
Reporting to: Vice Chancellor
Effective Date: August 1, 2021

Qualifications and Experience

The applicant must have a Master’s degree in Auditing/ Accounting and Finance with at least 12 years relevant post-qualification experience and must be at the level of Deputy Director of Internal Audit or equivalent position or eligible for appointment as such. In addition, the applicant must have relevant professional certification from a recognised Auditing or Accountancy body.

Duties

The Director of Internal Audit shall:
  • Ensure the establishment and operation of an efficient and effective financial control system.
  • Vet all proposed expenditures to ensure compliance with laid-down internal control systems and other statutory requirements.
  • Conduct periodic examination of the accounts of the University including the self-accounting units.
  • Monitor and ensure that all expenditures incurred have been authorised and are within budgetary provisions
    Conduct periodic management audit and submit reports to the Vice Chancellor and the Council.
  • Liaise with External Auditors and ensure that appropriate action is taken on reported audit findings.
  • Submit periodic audit reports on the activities of Departments or Units to the Vice Chancellor and the Council
  • Generally be responsible for ensuring that the University complies with Article 187(2) of the 1992 Constitution and other relevant enactments

The Person

  • Must be of an unblemished character with high level of personal integrity
  • Must have proven sense of public morality
  • Must have excellent communications skills
  • Must be conversant with governance, risk and control processes in accordance with current legislations.

Terms of Appointment

The Director of Internal Audit must be able to hold office for a term of four (4) years by retirement age of 60 years and is eligible for re-appointment for another term only.

D. DIRECTOR OF ACADEMIC AFFAIRS

The University of Health and Allied Sciences invites applications from suitably qualified persons for the following position.The Director of Academic Affairs shall, under the Registrar, be responsible for the implementation of the academic policy of the University.

Position: Director of Academic Affairs
Reporting to: Registrar
Effective Date: August 1, 2021.

Qualification and Experience

The applicant must be of at least Deputy Registrar status from an academic/research institution or eligible for appointment as such OR must possess a Master’s degree with a minimum of 12 years relevant post-qualification working experience at management level.

Duties

The Director of Academic Affairs shall:
  • Prepare and implement teaching and examination schedules
  • Process applications for admission including advertisements for such applications
  • Allocate lecture rooms and examination centres as well as other logistical matters relating to the academic agenda of the University
  • make physical arrangements for all academic functions of the University
  • ensure the maintenance of academic facilities
  • Prepare and issue statements of examination results, transcripts and certificates
  • Prepare and publish academic materials, including the Handbook of Regulations for courses of study for Junior Members in consultation with the Head of Legal Services and the Head of Public Affairs
  • Discharge any other assignments that the Registrar shall deem necessary

The Person

  • Must have proven leadership and administrative abilities
  • Considerable strategic, interpersonal and collegial skills
  • Good business sense with a deep understanding and appreciation of strategic and operational issues
  • Must have excellent communication and analytical skills
