The Ghana-West Africa Program to Combat AIDS & STI (WAPCAS) is legally registered with the Registrar General’s Department and the Social Welfare as a non-profit, non-governmental organization. It has a five-member Advisory Board and one co-opted member from the KP community. WAPCAS operations are guided by its constitution. Members of the Board have backgrounds ranging from Academia, Social Sciences, Health, Legal and the KP constituent. WAPCAS started operation in Ghana in 1996 as part of a regional project funded by CIDA but registered as a local organization in 2006. WAPCAS can best be described as a national NGO with its physical presence in several districts in Ghana. We are the first NGO in Ghana to have initiated and implemented a comprehensive HIV/AIDS intervention program for KPs. It must be noted that we are also the first organization to conduct an exploratory study into the MSM community (the Pandora box), which opened the community up for HIV programming..

Role

To ensure effective implementation of the of the grant, WAPCAS requests applications from qualified and resourceful individuals to be engaged as a Monitoring and Evaluation (M&E) Manager.

The M&E Manager in collaboration with the technical team will ensure that all project activities are implemented according to the specifications in the scope of work and in relation to the agreed indicators. The M&E Manager will also play a key role in the overall management and coordination of the project.

Duties & Responsibilities

• Lead the development of M&E plans and data collection tools for effective monitoring and evaluation of all project activities and timely reporting
• Collate, review and analyse data from implementation sites for improved programming
• Support the capacity building process of SRs and WAPCAS direct officers in data management and reporting.
• Plan and undertake on-site Data verification (OSDV) with the M&E team
• Support the periodic review of implementation strategies for effective programming
• Support the completion and submission of progress update and disbursement request (PUDR) template to the Country Team of the Global Fund
• Represent WAPCAS at M&E and other related meetings
• Plan and undertake periodic data audit as and when necessary
• In collaboration with management identify any M&E related technical assistance needs for project staff and SRs
• Be part of any workshop and conferences as may be necessary
• Be part of the organisation and facilitation of training workshops for field teams and other support teams

Qualifications & Experience

• Master’s Degree in Monitoring and Evaluation, Project Management, Information Management, Statistics or related field. Candidates with statistics background will stand a better chance
• 5 to 10 years of experience in M&E in a comparable organisation
• Good level of proficiency in Windows Excel and quantitative analysis
• Experience in program design and M&E plan development
• Experience in working with a non-governmental organisation (desirable)
• Experience in operational research will be an added advantage
