Job Title: RMEL Officer

AVAILABLE POSITION: Research, Monitoring, Evaluation, and Learning (RMEL) Officer

WORK STATION: Accra

JOB PURPOSE:

Practical Education Network (PEN) is accepting applications for a highly motivated, enthusiastic and technically sound and experienced RMEL Officer to support the organization to formulate theories of change and results in the framework for its projects and programs; monitor the efficiency and effectiveness of implementation; effectively evaluate program outcomes and utilize learning insights to improve on performance and results.

He/she must be an innovative thinker with significant experience in survey design, fieldwork, data analysis, and report writing. He/she must deeply understand how PEN’s Theory of Change is connected to the current objectives and indicators. He/she will develop frameworks, survey tools, carry out analysis, and document/communicate how well the organization is doing against its various programmatic objectives, and recommend areas for improvement.

KEY FUNCTIONS AND ACCOUNTABILITIES

  • Develop a Monitoring, Evaluation, and Learning (MEL) framework that captures intended outputs and outcomes of the PEN Teacher Roadmap, in both digital and in-person formats
  • Develop a research framework that captures controlled results on the PEN Teacher Roadmap at both student and teacher levels.
  • Coordinate the entire M&E data collection process – developing data collection tools, recruiting and orienting data collection personnel, managing logistics of field visits, printing surveys, analyzing data, etc.
  • Aid in school selection to ensure optimal research results
  • Develop data dashboards to present the visual description of progress
  • Liaise with marketing & communications staff to present data dashboards for public viewing
  • Liaise with marketing & communications staff to highlight success stories unveiled in the field
  • Create reports of findings for each stage for the PEN Teacher Roadmap deployment through the ExxonMobil-sponsored program in Western Region
  • Present findings to stakeholders, including the sponsor, education officials, and community leaders, at meetings, as needed.
  • Compile, enter data and analyze ongoing MEL data collected through individual PEN workshops, outside of the ExxonMobil-sponsored program.
  • Develop an RMEL framework and corresponding tools to assess the efficacy of PEN’s COVID-19 related efforts
  • Participate effectively in general staff and team meetings
  • Additional related duties, which may arise as needs evolve.

REPORTING:

The RMEL officer shall report directly to the Operations Manager.

EDUCATION QUALIFICATION:

Job applicants must possess a minimum of a first degree a relevant field such as education, international development, project management, research, statistics, etc. The second degree in any of the related fields is an added advantage.

WORK EXPERIENCE:

Job applicants must have a minimum of two years post national service (Ghana) combined work experience in monitoring and evaluation and a minimum of two years of work experience in STEM education, international development, project management, or education research.

LANGUAGE REQUIREMENT:

Professional command on the English language is a minimum requirement.

FUNCTIONAL COMPETENCIES

  • Strong command of the use of data tools such as SPSS, Microsoft Excel, and others.
  • Significant experience using M&E frameworks and tools, including Theory of Change, log frames, and survey design.
  • Strong research experience, using both quantitative and qualitative approaches
  • Ability to analyze data and all other sources of information, to break them into component parts, patterns and relationships and demonstrate an understanding of how one issue may be a part of a much larger system.

SALARY RANGE: GHS 1,000.00 – 3,000.00 (Gross)

ADDITIONAL INFORMATION

The candidate must either be pursuing or have recently completed a Bachelor’s degree in development, education, science/engineering, or related field. A Master’s degree and background in STEM are strongly preferred. He/she must have strong existing experience in monitoring & evaluation, excellent people skills that can be harnessed while working remotely, and a high level of work ethic.

This is a full-time position with compensation commensurate with experience. The Officer will work, for a certain period of time, from his/her respective home and liaise with the PEN team regularly through online collaboration platforms (Slack, Trello, Zoom).

The appointment term will commence immediately.
