JOB SUMMARY:

Provide overall technical guidance in procurement, develop and sensitize staff to procurement standard operating procedures (SOPs); participate in resource development for proposals that include procurement components. Perform purchasing functions and provide management assistance and technical expertise with an emphasis on support of international procurement, small business plans and general compliance with funder requirements.

The Procurement Manager reports to the Country Lead and works very closely with the senior management team, the Director for Finance and the Project Directors.

KEY RESPONSIBILITIES:

1.       Ensure all Procurements are carried out in compliance with the GOMM, donor and FHI360 policies and procedures;

2.       Plan and implement the procurement for each project, including preparation of terms of references, publication of tender documents, bidding invitations, receipt of offers, review of quotations and their corresponding analysis in compliance with the rules and regulation of FHI 360 and USAID;

3.       Assist Management in the development, management, implementation, and evaluation of appropriate systems, programs and services related to the procurement function;

4.       Liaise with the Chiefs of Party to establish and secure project purchase needs. This includes ensuring best price quotations are obtained and relevant documentation is provided to support payment requests;

5.       Participate in the development and implementation of training activities in the areas
of purchasing control, ethics, small business utilization and donor agency regulations / restrictions;

6.       Ensure that local market surveys are regularly carried out to ensure a full knowledge of the availability and prices of the local items;

7.       Provide technical leadership and guidance to implementing partners in areas related to procurement;

8.       Support projects in developing procurement plans and liaise with the head office as appropriate;

9.       Ensure procurement team updates the inventory committee on new purchases of assets;

10.    Advise procurement committee on procurement process;

11.    Ensure proper procurement documentation and filing;

12.    Ensure purchases are done on time for projects use;

13.    Perform other related duties as assigned.

REQUIREMENTS:

·         At least 5-7 years of relevant work experience in procurement, preferably in the development sector and with USAID funded projects.

·         Bachelor’s degree in Procurement and Logistics, Business Administration or any other related field. Master’s degree preferable.

·         Proven experience in all technical areas of procurement, including logistics.

·         Ability to synthesize and analyze information, and make clear, informed decisions.

·         Ability to build relationships quickly with a wide range of people, both internally and externally.

·         Strong planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.

·         Experience in capacity building of the others in the area of procurement.

·         Demonstrated technical knowledge in US government procurement/contract regulations, FAR, AIDAR and including experience managing SBA programs and reporting requirements.

·         Working knowledge of relevant computer software (Word, Excel and other business software).

·         Excellent attention to detail, organization skills, and maturity.
