Finance & Grants Assistant – Accra Office, USAID Systems for Health Project
  • Location: Accra
  • Length of Contract: 6 months
  • Salary: Commensurate with the required experience and qualifications
  • Reports to: Finance Manager & Senior Grants Manager, University Research Company, LLC.
Project Overview
The USAID Systems for Health Project is working with the Ghana Health Service to strengthen its efforts to reduce preventable child and maternal deaths, reduce unmet need for family planning, reduce childhood mortality and morbidity from malaria, and improve nutritional status for children under five and pregnant women. We are working to strengthen vital health system building blocks while promoting CHPS (community-based health planning and services), strategic behavior change communication, and targeted demand generation to maximize service delivery coverage.
University Research Co., LLC (URC) and its partners share the vision that, by 2019, Ghana’s health system will be sufficiently robust that the Government of Ghana (GOG) and its health workforce, in partnership with the communities they serve, will be able to sustain equitable access to, demand for, and use of high-quality, high-impact health services with reduced external support, especially in the five regions targeted by Systems for Health: Greater Accra, Central, Western, Volta and Northern.
USAID funded Ghana Systems for Health Project is seeking for an experienced Finance & Grants Assistant for the Accra Office.  He/she will support the development of timely financial reports, ensure compliance with USAID and URC regulations, and verify expenditure vouchers and receipts. In addition, the Finance & Grants Assistant will support the development and implementation of the S4H grants management systems.
Roles and Responsibilities
Finance Team Support
  • Work collaboratively with the other financial management team members to process invoices for payment in a timely manner.
  • Support in the development of monthly field reports by ensuring that all supporting schedules, postings and reconciliations are done in a timely version.
  • Assist with the verification of original vouchers and receipts and obtain the appropriate certifications.
  • Support the Finance Team with the processing of documents such as travel/activity advances for project staff.
  • Support the finance team to ensure that all costs in the project adhere to USAID/URC regulations, and are allowable, reasonable and allocable.
  • Organize finance and grants documentation for scanning and for shipment to HQ
  • Work collaboratively with other finance team members in finance closeout activities
Grants Team Support
  • Work closely with the members of the grants management team to implement a consistent- hard copy / electronic filing structure and system for financial information and contracts related to grants.
  • Work collaboratively with the other grants management team members in overseeing sub-grant functions including monitoring of grant periods/due dates and close out of the sub-grant awards.
  • Implement policies and procedures around the administration and monitoring of grants, and procedures designed to comply with donor regulations.
  • Provide support in tracking and reporting of the financial performance of grants
  • Support the Grants Team in the review of grantee invoices, financial reports, and processes to ensure donor compliance.
  • Organize grants documentation for scanning and for shipment to HQ
  • Work collaboratively with other grants team members in grants closeout activities

Requirements

  • Degree in accounting or comparable certifications/qualifications
  • At least 3 years’ experience in accounting and general financial management of USAID programs preferred
  • Excellent written and oral communication and interpersonal skills
  • Proficiency with Microsoft Office products (Word, Excel, Outlook)
  • Experience with QuickBooks preferred
  • Attention to detail, ability to prioritize and manage multiple tasks.
