The METSS Ghana Programme (Monitoring, Evaluation, and Technical Support Services) was originally conceived in mid-2010 as a way to augment the technical services portfolio of the United States Agency for International Development (USAID) Economic Growth portfolio in Ghana. The Foreign Agricultural Service (FAS) Implements this programme, coordinating actions of several United States Department of Agriculture (USDA) agencies, the FAS presence in Ghana, and the land-grant
university systems.
Among the components for which that implementing partner is responsible are the services of “Embedded Advisors” – expert’s in particular technical fields who sit with Ghanaian ministries to provide first-hand technical advice. The position of the technical advisor assigned to the Ministry of Finance (MOF) is to assist USAID’s Economic Growth Office to support the work programme it has agreed with the Ministry to implement.

Scope
This advisor will be embedded in the Ministry of Finance (MoF) and will support MoF’s efforts to develop and implement evidence-based policies that drive the Government of Ghana’s (GoG) agenda to develop a more competitive private sector-led energy and agriculture strategies that maximise the respective sector’s contribution to overall economic growth and transformation. In this respect, she/he will serve as a key Technical Advisor to the Minister, Deputy Ministers, Chief Director and Directors of the Ministry of Finance, and maintain close contacts with the Embedded Advisors in the Ministry of Food and Agriculture, Ministry of Trade and Industry, as well as Ministry of Energy.
Broadly, the advisor will support the Ministry’s efforts in its core functions and provide focused strategic inputs as required by the Ministry related to the following:
Mobilisation of external and internal resources;
Allocation of resources to all sectors of the economy;
Ensuring sustainability of public debt;
Preparation and implementation of the annual budget and economic and financial statement of Government;
Management of public expenditure; and
Development and implementation of financial sector policies.
In discharging these duties, the Advisor will pay particular attention to enhancing the Mof’s effective access to and use of vital information from other line ministries whose role is central to MoF’s mandate for effective macroeconomic management in support of the GoG’s pro-growth and transformation policies in the key real sectors. In particular, the Advisor should focus on key areas of interest in the:
Ministry of Food and Agriculture;
Ministry of Trade and Industry and
Ministry of Energy
