Job Title: Director of Finance

Job Summary / Purpose

• Under the supervision of the Chief Executive, the Director of Finance shall be responsible for the efficient and effective mobilization, accountability and management of financial resources, and steer the hospital on the path of the most prudent and best financial and accounting management practices.

Main Duties/Responsibilities

• Prudently and accurately advice the Chief Executive on all financial matters of the hospital
• Ensure that financial records and reports are prepared accurately and timely
• Work in conjunction with stakeholders for the preparation of budget estimates
• Develop and promote mechanisms to support and monitor the financial performance of all directorates and units in the hospital
• To collate and prepare periodic financial reports for the hospital and for evaluation by management
• To ensure the timely transfer of GOG and external donor funds to all levels
• Develop and promote efficient and effective accounting systems in the hospital
• To provide effective cost management systems and assure the proper control and valuation of stocks held by the hospital
• Institute financial management policies, systems and controls to safeguard assets of the hospital, assure accountability and promote efficiency
• Assure the integrity, completeness and timeliness of financial data from all directorates and units
• Undertake physical verification of stocks and accounts in any unit of the hospital at any time
• To promote the sustenance, timely and effective application of GIFMIS in the procurement and financial operations of the hospital
• Responsible for the financial information management system of the hospital

Qualifications

• Must be a Chartered Accountant with masters in financial management
• Must have a minimum of 15 years of relevant experience, 5 years of which must be in a senior management position
• A broad knowledge have and experience of health sector policies and operational procedures
• Knowledge in coordinating and implementing research and development programs
• Experience in project financing, planning and appraisal
• Evidence of leadership and continuing professional development and training

Job Title: Director of Pharmacy

Job Summary / Purpose

• Under the supervision of the Chief Executive, the overall functions of the Director of Pharmacy shall be to ensure the delivery of pharmaceutical services and provide technical advice on pharmaceutical matters in the Komfo Anokye Teaching Hospital. The successful candidate will have overall responsibility for the management and ensure the maintenance of pharmaceutical, standards through monitoring, research, policy development and implementation within the hospital

Main Duties/Responsibilities

• Provide pharmaceutical advice to the Chief Executive
• Be responsible for the provision of good quality pharmaceutical services in the hospital
• Ensure that policies and developed for the effective and efficient provision of pharmaceutical services in the hospital
• Advise on human resource matters relating to pharmacy practice within the hospital
• Ensure the regular monitoring of standards of phamecutical services within the hospital
• Hold regular review meetings with pharmacy staff and managers
• Ensure the promotion and monitoring of Rational use of Medicines (RUM) within the Hospital
• Ensure the establishment and effective functioning of medicines and therpatic committees at the various levels within the hospital
• Submit portofio and timely reports on pharmaceutical activities within the Hospital to the Chief Executive
• Work in collaboration with other stakeholders in the health sector in the foundation of health sector reforms and policies
• Provide technical advise for procurement of medicines and other pharmaceuticals
• Promote the establishment of Medicine information services in the hospital
• Coordinate research and development activities in the provisions of pharmaceutical services
• Ensure preparation of plans and budgets for the pharmacy department
• Prepare and submit periodic reports on the pharmaceutical services of the national level
• Identify and undertake any cost improvement measures as required
• Promote a positive image for the hospital
• Provide leadership and mentorship to inspire pharmacists and other pharmacy staff for professional development

Qualifications

• Postgraduate qualification (Masters degree or equivalent) in the relevant area of pharmacy practice.
• Registered and in good standing with the pharmacy council of Ghana
• Fellow of the Ghana College of pharmacists or its equivalent will be an advantage
• Membership with the relevant and recognized professional body
• A minimum of 8 years of working experience in a reputable hospital and at least 5 years in a senior management position
• At least a certificate in hospital management, planning and management or public administration
• Should have broad knowledge in relevant policies and regulations relating in the procurement handlines storage and set of various pharmaceutical products
• Knowledge and experience of health services quality assurance
• Evidence of leadership and professional development.

Job Title: Deputy Director of Supply Chain Management

Job Summary / Purpose

• Provide direction and advise in the timely procurement, storage and distribution of drug, equipment, other medical consumables, civil projects etc for KATH.

Main Duties/Responsibilities

• Lead in the planning, procurement and distribution of drugs, equipment and medical supplies
• Ensure the safe custody of drugs, equipment, and medical suppliers
• Lead in the development and maintenance of effective distribution systems for the hospital
• Ensure the prompt clearance of goods procured off-shore
• Lead in the development and dissemination of guidelines for procurement planning and distribution
• Contribute to policy development, analysis and review for KATH
• Lead in the development of systems for monitoring and evaluation of supply chain management practices across the hospital
• Facilitate the development and maintenance of a central database on all suppliers and distributions
• To promote the sustenance, timely and effective application of GIFMIS and GhiLMIS in the procurement operations of the hospital
• Contribute to the implementation and evaluation of national health policies
• Contribute to the development of medium/long term plans of KATH
• Prepare annual reports and other reports on procurement and stores required by the Management
• Provide direction and guidelines in the disposal of obsolete/expired equipment and other commodities

Qualifications

• At least postgraduate qualification in Procurement and Logistics Management or related field (Masters or equivalent)
• Member of relevant and recognized professional body
• A minimum of 8 years working experience with at least 5 years at senior management level
• Evidence of leadership and continuing professional development and training in health management

Job Title: Director of Human Resources Management

Job Summary / Purpose

• Under the direct supervision of the Chief Executive, the Director of Human Resources Management shall provide direction and advice in the management of Human Resources in the Komfo Anokye Teaching Hospital

Main Duties and Responsibilities

• Provide direction in the development and management of the Human Resources in the hospital
• Lead in the policy development, analysis and review in the area of human resources development
• Advise and provide timely technical and administrative support to the Chief Executive in the planning, recruitment, placement, promotion,conversion, managerial appointments at all levels and general management of human resources for the hospital
• Prepare annual reports and other report on HR as required by the Chief Executive
• Lead in the monitoring and evaluation of HR
• Lead in the preparation of budget for the HR
• Contribute to the development of medium/long term plans of the hospital
• Lead in the development of of in-service and post-basic training programs
• Co-ordinate fellowship awards for staff
• Lead in the development of incentives/welfare packages for staff
• Ensure appropriate documentation and reporting on staff discipline
• Lead in the development of guidelines and protocols on HR for the hospital

Qualifications

• Postgraduate qualification in Human Resources Management (Masters or equivalent)
• Membership with a relevant and recognized professional body
• A minimum of 8 years of working experience in Human Resource Management with at least 5 years at senior management level
• A broad knowledge base and experience of health sector human resources policies and operating procedures
• Broad knowledge base and experience of HR management, administrative and operational issues
• Broad knowledge of staff policies and regulations in the Public Service
• Broad knowledge base of employment and labor legislation
• Knowledge and experience of health services quality assurance
