Established in 1865 as the International Telegraph Union, it is one of the oldest international organizations in operation.

We are recruiting to fill the position below:

Job Title: National Project Officer

Duties / Responsibilities

Under the direct supervision of the Head of the Capacity and Digital Skills Development (CDS) Division and under the guidance of the Project Manager within the Digital Knowledge Hub Department (DKH) of the BDT, and the ITU Regional Office in Africa, the Project Officer shall be responsible for the coordination and implementation of the activities in Ghana of the project “Boosting digital skills Through Digital Transformation Centres (DTCs)”. The Project Officer shall work closely with Ghana Investment Fund for Electronic Communications (GIFEC), the implementing partner in Ghana. The incumbent will perform the following duties:

  • Coordinate the implementation of all project activities in Ghana according to the established work plan.
  • Contribute to the development of project implementation plans for the implementation of the project activities in Ghana and recommend project sustainability arrangements and promotion strategies.
  • Coordinate the development of the DTC Ghana training plans with GIFEC and monitor the implementation of training activities in Ghana.
  • Establish budget plans, identify cost estimates and monitor implementation of budgets and expenditure for the Ghana activities.
  • Coordinate and oversee the procurement of goods and services required in the course of implementing the DTC activities in Ghana under the project.
  • Liaise with all potential players in the country to ensure their participation, monitor adequate participation of target audiences, and engage stakeholders in support of the activities in Ghana.
  • Propose and implement a communications strategy and plan to promote the activities of the project in Ghana.
  • Develop and implement national stakeholder workshops in support of the DTC.
  • Prepare progress reports, financial reports, and any other reports as required regarding the Project’s activities in Ghana.
  • Participate in the assessment of the results of the project activities in Ghana and in the evaluation of their impact at the national level.
  • Liaise with ITU colleagues, in particular the Project Manager and staff from the Capacity and Digital Skills Development Division, the ITU Regional Office for Africa, as well as external partners, in particular the DTC in Ghana, represented by the Ghana Investment Fund for Electronic Communications (GIFEC), the Ministry of Communications in Ghana and other partners to the DTC Initiative in Ghana.
  • Perform any other related duties as assigned.

Qualifications

Education:

Advanced university degree in business administration, international development, social science, engineering, programme/project management, information technology, or any relevant area of study to support knowledge in programme/project management or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
