Job Description
Job Title: Learning Specialist
Department/Location: Accra, Ghana
Reports To: Chief of Party
Type: Full Time, Long Term Employee
Overview: IBTCI is seeking a Learning Specialist to design and guide learning methodologies and activities for the Peace Though Learning, Evaluation and Adapting Activity (PELA) for USAID/West Africa. PELA’s purpose is to strengthen USAID’s effectiveness in implementing its projects, coordinating its activities, learning from its experiences and serving as an information, communication, and thought-leader regarding peace promotion and countering violent extremism (CVE) in the West Africa regions. Anticipated activities of the project include:

Dissemination of Findings and Best Practices

Responsibilities
Essential Duties/Tasks and Responsibilities:
Provide technical guidance on CVE to inform M&E activities
Design, create, and implement learning tools and learning events, and other technical resources including toolkits related to learning;
Create and facilitate the sharing of resources related to learning using existing tools and websites, if applicable;
Develop a set of learning evaluation tools for training, capacity building and learning events to guide learning and support continual improvement of subsequent trainings/events;
Support Chief of Party in ensuring timely information on the progress and status of all activities; and
Define and implement processes to collect short stories/vignettes of how the services are being used. Videos, audio files, photographs, blog posts, and/or short stories are all viable formats. Stories/vignettes are to emphasize process, lessons learned, and real-life examples.
Qualifications
Required Knowledge, Skills and Abilities:
Ability to develop, maintain, and utilize relationships with key stakeholders, including USAID, USG, implementing partners, private donors, etc.;
Previous extensive working experience with USAID;
Excellent organizational skills and ability to meet tight deadlines;
Good writing skills, with extensive report writing experience; and
Excellent communication skills in English, both oral and writing.
Minimum Requirements:
Minimum of 5 years of experience in creating and facilitating learning networks with proven work with USAID in conflict/fragile environments;
Demonstrated knowledge and experience of West Africa;
Proven experience working in conflict environments (sub-Saharan African preferred);
Technical expertise in CVE and democracy and governance programming and subject matter, especially in West Africa;
Experience in strategic planning, project design, institutional learning and/or knowledge management;
Three years experience living and working in developing country environments, preferably West Africa;
Strong background in monitoring and evaluation and analysis of development programs, preferably initiatives funded by USAID;
Willingness to travel throughout West Africa (including Cameroon and Chad) as required, in particular to unstable and conflict areas.
Fluency in spoken and written English and professional proficiency in French.
Education: Bachelor’s degree in International Development, Evaluation Sciences, Administration or Science, Political Science or a related field. Master’s Degree preferred.
Working Environment: Corporate office environment as well as field work.
Supervisory Responsibility: This position may have supervisory responsibilities.
Travel: The candidate is required to travel as required by the SOW.
