Job Title:Â Border Management Program Specialist
Duties
- Assist in the planning, coordination, and implementation of in-country activities aimed at achieving SGI objectives under the border management and integration focus area, while serving as a central point of contact for relevant engagement
- Proactively contribute to U.S.-Ghana border assistance engagements
- Develop strong working relationships with senior Ghanaian officials involved in border management/security, and with U.S. Embassy officials
- Liaise frequently with the Ghana SGI Secretariat on border management and integration matters
- Take the initiative to encourage Ghanaian border-related counterparts to make continuous improvements in their border management and integration, in alignment with SGI JCAP objectives
- Monitor and track border-related improvement projects
- As directed, arrange meetings involving Ghana’s Integrated Border Management (IBM) team
- Act as the knowledge manager for the IBM team, managing internal systems designed to facilitate communications and coordination
- Professionally document in writing the activities that take place to achieve U.S.-Ghana SGI border-related objectives, including who participated, what was discussed, what happened, the outcomes of the activity, any useful metrics for demonstrating programmatic progress, the next steps, as well as digital photos to capture the essence of the activities
- Proactively provide status updates on progress under the SGI border framework;
- Communicate frequently with the CBP Specialist, the SGI Coordinator, and the INL Ghana Program Officer. Within 24 hours of receiving an email, provide a comprehensive, professional response. Provide useful analysis to help the U.S. government know how to most effectively and efficiently achieve JCAP border-related objectives
- When directed, provide administrative and logistical support to facilitate border-related assistance efforts, including making facility arrangements at hotels and the Regional Training Center, setting up food services, making local transportation arrangements, facilitating local and international travel, and reproducing materials for trainings and meetings
Requirements/Experience
- Local National (LN)
- Ability to pass a background check by the U.S. Department of Homeland Security for access to information systems networks
- Ability to obtain authorization to work in Ghana
- Bachelor’s degree in one of the following areas: management, administration, international relations, economics, finances, criminal justice, or law
- Two years’ demonstrated experience working on issues of national security, border management, and/or security sector coordination at the national level
- Two years’ demonstrated experience in a leadership role that involved managing people, finances, and projects
- Demonstrated knowledge of Ghana’s policies related to national security, cross-border issues, transnational crime, anti-corruption, and regional West African affairs
- Excellent organizational, analytical, and project management skills
- Excellent oral and written English communication skills
- Possession of a valid driving license for at least one year
- Demonstrated ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation
- Demonstrated ability to write clearly and concisely, to express complex ideas in a clear and logical way and without grammatical errors
- Demonstrated flexibility to adapt to changing circumstances, and to re-evaluate priorities in light of new circumstances
- A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and PowerPoint
Competencies
- Proficiency in oral and written French communication skills
- Experience working in West Africa, specifically in Ghana
- Knowledge of and experience in law enforcement development in an international environment
