Job Title: Director, Performance Management
Job Purpose
• To provide leadership, technical and operational direction in the implementation of Performance Management with the aim of ensuring a linkage between pay and performance/productivity in the public service.
Duties/Responsibilities
• Provides technical inputs to management on the formulation and implementation of Government Policy to manage performance in the public service;
• Oversees the management of the human, material and financial resources of the Directorate to improve efficiency;
• Coordinates the development and implementation of operational work plan for the Directorate;
• Oversees the design of framework for the implementation and management of performance in the public service with a view to linking pay to productivity;
• Leads processes towards the determination of performance management and productivity indicators and their measurement at various levels of the Performance Management System;
• Coordinates the implementation of a merit-based reward, incentive and corrections system in the Public Service and ensure linkage of pay to productivity in the public service;
• Coordinates the development and institution of Change-Management and organisational development programs in the public services to facilitate improved performance;
• Supervises the preparation and submission of annual budget, quarterly and annual report of the Directorate;
• Oversees the implementation of performance management in the Directorate.
Qualifications
• A Master’s Degree in Human Resource Management, Industrial Psychology or any related Social Science discipline with not less than 10 years work experience in Human Resource Management role, 6 years of which must be in a Senior Management position

Job Title:Â Director, Salary Administration
Duties/Responsibilities
• Provides technical inputs to management on the formulation and implementation of GovernMent Pay Policy;
• Oversees the management of the human, material and financial resources of the Directorate to improve efficiency;
• Coordinates the development and implementation of operational work plan for the Directorate;
• Oversees the conduct of all job analysis, Job Evaluation and Job Re-evaluation exercises for public service institutions;
• Develops and ensures implementation of grading and classification of salary structures;
• Develops proposals for consistent review of standard job evaluation methodology and development of salary structures;
• Develops and implements a monitoring framework for compliance to the principles of classification, grading, placement and payment of allowances by public service institutions;
• Provides advice on the development and management of the Single Spine Salary Structure for public service institutions and other public-sector institutions;
• Supervises the issuance of yearly updated Single Spine Salary Structure and other related salary structures and the periodic update of service classification for public service institutions;
• Provides data/information on the Single Spine Grade Structure of public service institutions to the Grievance Review Committee to resolve issues on disputed job placements;
• Supervises the preparation and submission of annual budget, quarterly and annual report of the Directorate;
• Oversees the implementation of performance management in the Directorate.
Qualifications
• A Master’s Degree in Human Resource Management, Labour Economics, Public Administration or any related Social Science discipline with not less than 10 years work experience In Human Resource Management role, 6 years of which must be in a Senior Management position

Job Title: Deputy Chief Executive
Duties/Responsibilities
• Provides advice to the Chief Executive on formulation and implementation of salary and wages policy;
• Oversees the management of the human, material and financial resources of the Commission to improve the over-all efficiency of the Commission;
• Coordinates the work and programmes of all Directorates and Units of the Commission to ensure improved performance;
• Provides technical directions to the Directors in discharging their duties;
• Ensures the development and implementation of Control Systems, Monitoring and Evaluation systems for improved turn-around time in the Commission;
• Oversees the development and implementation of systems to strengthen the HR and Administrative structures of the Commission;
• Manages performance and provides regular feedback and guidance to all Directors and direct report Units;
• Ensures existence and operation of the effective Management Information system (MIS);
• Ensures the preparation of the annual budget and work plans of the Commission;
• Ensures the implementation of Performance Management System within the Commission.
Qualifications
• A Master’s Degree in Economics, Labour Economics, Human Resource Management, Public Administration or any related Social Science discipline with not less than 12 years Post qualification experience in HR related role, 8 years of which must be in a senior management position.
