Job Description

Job Title: Programme Officer

Programme Officer (Ghana)
Location: Cape Coast, Ghana
Reporting to: Ghana Country Coordinator
Type: Full-time, for the duration of the project (2 years) after a 6 month trial period, potential for extension, subject to funding
Salary: Commensurate with experience

The Environmental Justice Foundation (EJF) is looking for an organised, proactive and rigorous Programme Officer for its growing team in Ghana.
With significant experience in supporting the implementation of development and advocacy projects, specifically in the fisheries sector, the Programme Officer will work closely with the Ghana Country Coordinator and the West Africa Programme Researcher to achieve EJF’s mission and objectives in Ghana.

About the project

The Far Dwuma Nkɔdo – Securing Sustainable Fisheries project is being implemented by EJF in partnership with Hen Mpoano. Its core aims are to promote food security and improved livelihood options for fishers and their families by: reducing illegal, unreported and unregulated (IUU) fishing activities in Ghana’s waters;
securing access to marine resources for small scale fishermen; and promoting participatory co-management of fisheries.

Role of Programme Officer

Support to Project Coordination:
Provide technical support and expertise to the design and implementation of project activities.
Support the planning and execution of EJF’s project activities in Ghana and ensure that implementation is to a high standard and reflects provisions contained in project logical frameworks and proposals
Take the necessary actions to keep EJF’s project activities on target on a day-to-day basis
Facilitate the relationship between EJF Ghana and administrations/government agencies at the local, national and regional level related to EJF’s projects (MoFAD, Fisheries Commission, Forestry Commission, Districts Assemblies, etc.)
Follow up on EJF’s IUU alerts with the MCS Unit and gather all relevant information and feedback for management
Support EJF’s partners in the implementation of activities under their leadership or co-implemented with EJF, ensuring that they are completed in a timely manner
Participate actively in the programme planning process and budgeting for all field activities
Assist the Country Coordinator in reviewing project plans and reports received from partners of the consortium under the EU project

Field/Community Work:
Ensure that project stakeholders at the community level are identified and regularly engaged to maintain positive relationships facilitating the
implementation of approved activities
Ensure that all field and community activities are scheduled realistically and implemented according to agreed plans
Supervise and coordinate the work of Community Mobilizers and other field staff and report back to the Country Coordinator on potential issues and challenges
Participate in the delivery of workshops and awareness-raising activities with local stakeholders in the context of EJF’s projects.
Create and continually update a schedule for all community engagements, workshops, and training sessions etc.
Arrange for and ensure that logistics for fieldwork are made available to field staff, in collaboration with the Country Coordinator and the Finance and Administrative Officer
Maintain regular contact with chief fishermen of all project districts and ensure artisanal fishers are well targeted by project interventions and involved in project implementation
Assess and ensure the safety and security of all Ghanaian staff and visiting international staff on the field
Support the design and dissemination of research studies by providing relevant inputs from field-based activities
Monitoring and Evaluation:
Support the monitoring and evaluation of the project in line with the project’s logical framework and in consultation with other project teams and partners
Coordinate with implementing partners and the rest of the team in collecting data against agreed indicators and maintain the quality of data/ statistics gathered from project activities to support the Country Coordinator in reporting to donors
Assist the Country Coordinator in designing, coordinating and conducting project evaluations
Assist the Country Coordinator in conducting programme data review to ensure key performance indicators are well-tracked

Reporting:

Assist the Country Coordinator in developing project reports
Prepare reports on fieldwork and community visits; collate and pool field reports from other project staff
Gather and compile key reports from Community Mobilizers in agreed formats for the attention of management

Required Skills or Experience
Essential skills and attributes
Education:
University degree in Fisheries Science, Fisheries Economics, or Social Science applied to the fisheries sector/coastal communities,
Master Degree or above desirable

Professional experience:
At least 2-3 years’ professional experience with an NGO, international organisation or government authority, involving work with fishing communities and/or marine conservation issues.
Experience of working in a multicultural environment, preferably in the international NGO sector and in the context of a donor-funded project
Experience in the fishing industry in Ghana would be considered as an asset.
Good knowledge of the Central Region context and, in particular, the coastal districts and coastal communities.

Excellent verbal and written communication skills, both in English and in Fante

Ethical, responsible, enthusiastic
Strong organization skills
Ability to spend significant amount of time in the field, and willingness to travel regularly in the Central Region and in Accra
Ability to lead good interpersonal interactions with different people
Computer literate, particularly with Excel.
