  1. The Project Manager is accountable for delivery of the Project in accordance with the following 6 complementary objectives:
  2. On-time: Developing and maintaining an integrated schedule and liaising with the Client and the Clients Contractors to manage departures therefrom such as to ensure that the Project is delivered in accordance with the Clientā€™s timeline.
  3. On-cost:
  4. Ensuring that the Works are executed within the budgets agreed between the Client and the Contractors, and;
  5. Managing AECOMā€™s revenue and expenditure such key project financial KPIā€™s are maintained or increased.
  6. On-quality: Ensuring that the Contractors deliver work that is fully in accordance with the designs, calculations, specifications, standards, codes of practice and any other documents that describe the Works.
  7. On-environment: Ensuring that:
  8. Relevant environmental permits have been obtained, are maintained in effect and complied with, and ;
  9. The Project is executed in an environmentally-responsible manner such as to minimise undesirable environmental impacts.
  10. On-safety:
  11. Demonstrating leadership commitment to SSHE by advocating for global best practice, and;
  12. Ensuring the health, safety and security of all personnel employed on the Project or present from time to time on the Project site by adopting a Zero Harm approach to work-related injuries/illnesses, property damage or environmental harm.
  13. On-compliance:
  14. Ensuring complete understanding of and compliance with AECOMā€™s contractual obligations and responsibilities, and;
  15. Respecting and complying with AECOMā€™s internal systems and procedures, including financial controls.
  16. The Project Manager is named and appointed as ā€œThe Engineerā€ in the projectā€™s FIDIC Red Book and Yellow Book contracts and inherits all the powers and responsibilities associated with that appointment.
  17. The Project Manager has overall accountability and responsibility for ensuring compliance with:
  18. The obligations placed upon AECOM in terms of the letter and the spirit of its FIDIC White Book consultancy agreement with its Client;
  19. AECOMā€™s internal policies and procedures, including but not limited to those related to governance, finance, invoicing and revenue-collection, expenditure, health, safety, security, the environment, social performance, ethics and diversity, as they affect project execution.
  20. The Project Manager fully immerses him/herself in any and all activities related to the execution of the project including but not limited to attendance on site, attending meetings, and engaging with personnel of AECOM, the Client and the Clientā€™s Contractor/s;
  21. The Project Manager:
  22. Identifies the need for and develops appropriate and sound actions that will bring about improvements in project execution in the shortest possible time, at the least additional cost and without creating unsafe, unhealthy or environmentally-damaging conditions;
  23. Implements these improvements where they fall within the PMs authority in accordance with AECOMā€™s Approvals Matrix and the projectā€™s RACI matrix or proposes them to the Project Director where they fall outside the PMs direct authority;
  24. Assesses the effect of the actions, once implemented, and identifies the need for amended, further and/or other remedial action.
  25. The Project Manager develops and maintains 4 ethical, business-appropriate and constructive relationships:
  26. The PM reports to, takes instruction from and is accountable to the Project Director, who is the PMs direct line supervisor and the PMs point of contact with higher levels of AECOM management and with the back-office support functions (eg. human resources, legal, financial, marketing, corporate social responsibility, etc.).
  27. The PM manages and leads AECOMā€™s project team that executes all project delivery activities, including both construction-related and compliance/governance-related activities ;
  28. The PM liaises closely with the Client, and in particular its Head of Construction, ensuring that he has a full understanding of the Clientā€™s aspirations and its contractual obligations to AECOM and its Contractors, and;
  29. The PM liaises closely with the Clientā€™s Contractors, ensuring they execute their contracts in accordance with their contractual obligations.
  30. The Project Manager undertakes any other reasonable tasks and duties.

Person Specification

  1. A hardened project manager with broad and deep experience of the construction of heavy (preferably port) civil infrastructure;
  2. Capable of leading AECOMā€™s project team in executing its oversight role in an interventionary manner such as to ensure that the project is delivered on-time, on-cost, on quality, on-environment, on safety and on-AECOM (the latter talking to the need for the PM to respect and comply with AECOMā€™s internal systems and procedures);
  3. Biasing the PMs attention, effort and allocation of time much more to site (ā€œdirty bootsā€) activities rather than to office activities (the bias reflecting the considerable amount of non-technical home-office support provided to the AECOM project team), and;
  4. Able to liaise with and develop respectful, constructive and effective relationships with AECOMā€™s Client, and with the Clientā€™s Contractors.

Minimum Requirements

Experience:

  • Minimum 10 years of experience in port & marine project development including major projects/programmes.
  • Minimum 5 years of experience in a top leadership position overseeing staff on major projects or programmes.
  • Minimum 5 years of experience on marine works construction sites.

Specific skills required:

  • Time schedule development and management for large infrastructure programmes.
  • Cost budget development and management for large infrastructure programmes.
  • implementation of ISO 9001 systems.
  • implementation of health/safety/security protocols on construction sites.
  • communication with staff, contractors, clients, stakeholders and AECOM Sr Management.
  • review of contractual deliverables [including technical reports] for accuracy and clarity.
  • review of internal AECOM financial and progress reports for accuracy and clarity.
  • risk analysis of the AECOM enterprise.
  • risk analysis of the clientā€™s programme.

Person Specification:

  • Team leader / decision maker ā€“ ability to identify skill gaps in team members and implement appropriate development.
  • Focused on client delivery ā€“ attention to detail and quality with a capacity to work under pressure and meet deadlines.
  • Empathy towards staff and colleagues ā€“ collaborative management style.

Additional Comments:

  • Eligibility to work in Ghana (due to nationality or work permit) is an advantage.
  • Experience in AECOMā€™s APIC system and MAP training are advantages.
  • Experience on project sites in West Africa is an advantage.

Requirements

  • Minimum BTech in a related field, i.e. Engineering, Quantity Surveying, Business, Finance, Accounting.
  • Member of a professional organization.
  • Professional engineering licensure.
