Job Description
Job Title: Delivery / Construction Manager
The Delivery / Construction Manager is responsible for development and implementation of the Program Construction Plan and provides significant contributions for preparation of the Program
Logistics Plan, Security and Emergency Preparedness Plan, Operations & Maintenance Plan, and Testing & Commissioning Plan. This key person critically ensures compliance of program partners, with particular regard to the design & builds contractors and their appointed designers, with all
program requirements prescribed within policy, plans and procedures.
The Delivery / Construction Manager provides oversight of program partners executing the works and collaborates closely with the Engineering Manager, HSE Manager and Quality Manager to provide
assurance for compliance with specified, health, safety, environmental, quality, security, technical and performance requirements.
Duties and Responsibilities:
Drives the safety culture in implementing a strong safety ethic within the program management team and incorporated into program services.
Collaborates with the client, Program Director and Engineering Manager in establishing annual goals that fully support an approach of “Zero Harm”, “Destination Zero”, “Zero Defects”, or other agreed Policies that promote initiatives for health, safety, environment and quality excellence.
Directly manages resources of the program management team for site activities including design reviews, inspection and testing regime, identification and resolution of all non-compliance, progress reporting, review of submittals and method statements, interface coordination, change management, as-build data, and coordination of asset handover for operations and maintenance.
Promotes technical and commercial excellence through application of Quality Assurance processes.
Monitors and reports on the progress of all delivery activities including significant milestones, and any conditions which would affect project cost or schedule.
Establishes weekly meetings with program partners to review status and formulate action items.
Fully supports the Program Director in advising and engaging the client on all delivery matters.
Consulting with the Program Director in the recruitment, retention and leadership and behaviors of the program management team.
Ensure program partners perform, document and issue daily, weekly & monthly, site and quality safety and quality inspections, audits and reports demonstrating compliance.
Participate in investigation of all project safety accidents and dangerous occurrences incidents
Ensures implementation of corrective actions as it relates to safety and quality deficiencies
Ensures “lessons learned” are communicated and incorporated throughout the organization.
Review, assess and recommend no-objection for submittals from program partners.
Advises on potential risks and hazards at work site.
Provide regular written reports, as well as other production-related results and updates to the client and Program Director.
Verifying conditions of site safety, including stoppage of work in accordance with the program safety Policy.
Minimum Requirements
Experience:
Minimum 20 years of related experience to program delivery.
Minimum of 10 years should be in a senior management position as project manager or construction manager.
Active membership in a professional/technical organization.
Minimum 5 years of program delivery experience in Europe, Middle East, or Africa.
Specific skills required:
Sound knowledge of health, safety and environment industry practices and regulations.
Proven ability to perform in a management role.
Excellent written and oral communications skills.
Company/Business Line operations management experience.
Detailed knowledge of design, procurement and construction processes and their inherent risks and mitigation methods.
Strong leadership skills.
Strong management and decision making skills.

Preferred Qualifications
Qualification:
Bachelor or Master’s degree in civil, railways or mechanical engineering from an accredited university from western Europe, Unites States, Canada,
Australia, Japan, South Korea, New Zealand or South Africa.
Registration as a professional or chartered engineer is preferred.
