Dr. Hilla Limann Technical University is a public tertiary education institution established by the Technical Universities Act, 2016 (Act 922), as amended. The University was converted from a Polytechnic (Wa Polytechnic) to a Technical University in April, 2020.
In line with the Act, Dr. Hilla Limann Technical University – Wa, provides tertiary education in the fields of Engineering, Manufacturing, Science and Technology, Technical/Vocational Education and Training (TVET), Applied Arts and Commerce. JOB TITLE: VICE CHANCELLOR
The Vice Chancellor is responsible to the Council Chairman and the Governing Council of the University.
THE POSITION/JOB DESCRIPTION
The Vice Chancellor is:
- the Academic and Executive Head, as well as Chief Disciplinary Officer of the University, and is responsible to the Governing Council of the University
- responsible, in accordance with the Statutes and the decisions of Council and the Academic Board, for organising and conducting the Academic, Financial and Administrative business of the University
- responsible for the development and promotion of world-class, high quality technical university education and the provision of the necessary academic and administrative leadership
- responsible for initiating and implementing the Strategic Plan of the University, subject to approval by the University’s Council
- required to advise the University Council and Academic Board of the University on all matters affecting policy, finance, governance and administration of the University
The Vice Chancellor may delegate any of the functions assigned by the Statutes to Senior Members of the University as seemed appropriate.
Terms of Appointment

Academic Background, Skills and Experience in Educational Administration
The applicant must:
- be of Professorial status
- be a distinguished and internationally acclaimed scholar with academic qualification of PhD or its equivalent, preferably in Science, Technology, Engineering or Social Sciences
- have broad experience and depth of knowledge about tertiary education in Ghana
- have a good understanding of the challenges facing technical universities in Ghana and tertiary education in general
- have at least ten (10) years working experience in senior management position in tertiary education in Ghana or related institutions.
Tenure of Office
- The applicant must be able to serve a full term of FOUR (4) YEARS before reaching the statutory retirement age of sixty (60).

JOB TITLE: REGISTRAR
The Registrar is the head of the Registry of the University. He/She shall be required to show high qualities of sound judgment, initiative, resourcefulness, precision and professionalism in their area of specialization. He/She shall assist the Vice Chancellor in the administration of the University. He/She is the Secretary to the Governing Council as well as all Statutory Committees; and any other functions provided for in the Harmonized Statutes. The Registrar shall be responsible to the Vice Chancellor in the discharge of administrative duties.
The Position/Job Description
The Registrar shall
- be in charge of all administrative, secretarial and human resource management functions of the University which include but is not limited to the following:
- human resource development and management;
- keeping and maintaining the inventory of the University’s assets;
- management and development of the University’s assets;
- administration and organization of admissions;
- organization of examinations and publication of results;
- organization of all official ceremonies including matriculation, congregation and convocation.

JOB TITLE: DIRECTOR OF FINANCE
The Director of Finance is responsible to the Vice Chancellor of the University.
The Position/Job Description
The Director of Finance shall be:
- the chief accounts officer of the University and the chief financial advisor to the Vice Chancellor
- responsible for the administration of the financial affairs of the University that shall ensure its financial health and he/she shall exercise direct superintendence over all accounts officers
- responsible for collecting all legitimate revenue due the University
- in control of expenditure in line with the University’s objectives and budgets
- responsible for the preparation of the annual budget of the University for presentation to the appropriate governing body for approval and implementation
- responsible for ensuring that the financial statements of the University are drawn up in accordance with Technical University Act 2016, (Act 922), the Harmonised Statutes, applicable accounting standards and all other regulations approved by the University as well as all other relevant national laws and regulations
- responsible for the preparation of the annual operating budget of the University and shall present same through the Vice Chancellor to Council for approval
- responsible for liaising with the appointed external auditors to get the University’s financial statements audited
- required to perform any other official functions assigned by the Vice-Chancellor of the University

JOB TITLE: DIRECTOR OF INTERNAL AUDIT
The Director of Internal Audit is a high level independent corporate executive with overall responsibility for the Internal Audit. He/she must be fully conversant with the risks, goals, policies, and processes of the University.
The Director of Internal Audit administratively reports to the Vice Chancellor. The internal audit reports shall be submitted to the University Audit Committee through the Vice Chancellor and copied to the Director-General of the Internal Audit Agency and the Auditor General.
In general, the Internal Auditor shall provide an independent, objective assurance and consulting services designed to add value and improve the University’s operations. He/She shall help the University accomplish its objectives by bringing a systematic disciplined approach to evaluating and improving risk management, control, and governance processes.
The Position/Job Description
The Director of Internal Audit shall be responsible for:
- determining the reliability and adequacy of accounting,
- the financial and operational controls in the University;
- for evaluating the procedures of the University to determine whether results are consistent with stated objectives and goals;
- monitoring reports and ensures compliance with the relevant laws and regulations compliance with established policies, plan and procedures;
- appraising the quality of performance of those carrying out assigned responsibilities;
- assessing the extent to which assets are accounted for and safeguarded against losses;
- ensuring that reliable records form the basis for the preparation of appropriate financial and other data provided for decision-making;
- drawing the Vice Chancellor’s attention to deficiencies in the system, instances of duplicated functions, waste or other inefficiencies with recommendations for remedies where necessary;

JOB TITLE: DIRECTOR OF WORKS AND PHYSICAL DEVELOPMENT
The Director of Works and Physical Development is responsible to the Vice Chancellor of the University
The Position/Job Description
The Director of Works and Physical Development shall perform the following functions:
- produce all architectural and engineering designs, drawings and bills of quantities for all University construction projects
- supervise and certify all University construction works and contracts to ensure that construction and works are in consonance with prevailing industry standards and specifications.
- oversee the management of construction contracts with the view to ensuring compliance and due delivery of projects
- advise on the procurement of consultancy services relating to the provision of technical advice on construction in compliance with national laws and regulations
- responsible for the supervision of construction, management and maintenance of the buildings, roads, drains, parks and gardens of the University
- in consultation with relevant departments and units of the University, advise on the management and control of land and land use of the University
- advise the Vice Chancellor and the University Council on matters relating to land and development.
- perform any other functions that the Vice-Chancellor and the Governing Council assign to him/her from time to time.

- Drawing up and monitoring the implementation of University Library Strategic Plan;

- Planning, organizing, coordinating and measuring the work activities of all library personnel;

- have a minimum of ten (15 – 20) cumulative publications
- be a scholar and a member of a professional body in librarianship/information science.
- be computer literate and conversant with library software
