Posted in Accra under the overall supervision of the UNODC Representative for West and Central Africa, the substantive guidance of the Head of Law Enforcement Section (Organized Crime & Illicit Trafficking), and the direct supervision of the UNODC National Programme Coordinator in Ghana, the Programme Associate will;

Participate in the development and implementation of Field Office activities on Organized Crime and Illicit Drug Trafficking, by providing substantive and technical expertise in the areas of project implementation, an organization of high-level events and workshops, development of relevant substantive documentation, operational support including procurement, administration, human resource, general office support, etc.;
Provide analytical and substantive support to project officers in the execution of project-specific activities (such as workshops, meetings, official and assessment missions, preparation of concept notes and terms of references, etc) in a timely manner and in accordance with UN standards and procedures;
Liaise with various departments at the UNODC Regional Office, HQ and UNDP Ghana Office to facilitate the smooth implementation of activities as required;
Support the design and formulation of programme activities within the area of responsibility, translating UNODCā€™s priorities into local interventions. Introduce performance indicators/ success criteria, targets, and milestones.
Develop and manage supplier relationships with internal and external vendors of the UNODC in Ghana to ensure the sustainability of Field Office activities;
Draft correspondence on substantive and budget-related issues and prepare and update periodic substantive reports, briefing notes, graphics and statistical summaries, and programme spreadsheets;
Performs general administrative tasks, to include preparing and/or processing administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications, etc.);
Draft responses to correspondence and other communications; produce a wide variety of large, complex documents and reports;
Performs other duties as assigned.

The work implies frequent interaction with UN Staff in related organizational units across the organization, national stakeholders, partners, and experts.

Expected tangible and measurable output(s) / deliverable(s)

Relevant programme activity costed work plans developed, updated and available;
Regular, timely and effective communication with all stakeholders delivered;
Workshops, meetings and official missions effectively organized;
Substantive progress reports to UNODC, donors and other partners drafted and submitted;
Concept notes, and terms of reference and other substantive documents developed and delivered;
Reliable administrative support, coordination of programme planning and activities and internal communication delivered.

Required Skills and Experience

Education:

University degree in the fields of administration, finance, development studies, human resource management, or relevant areas;
Good knowledge of Microsoft Office packages (Word, Excel and PowerPoint) and experience in handling of web-based management systems.

Work Experience:

Experience in project implementation, administration, accounting, audit, budget, finance, procurement as well as supplier relationships with internal and external vendors, human resources and general office support, including ICT and communication, within UN administration and UN management system Umoja.
Experience in the field of law enforcement, crime, illicit trafficking and drug-related projects.
At least five (6) years of relevant work experience;
Experience in the execution of project-specific activities such as workshops, meetings, work-plans, official and assessment missions, preparation of concept notes and presentations is desirable;
Work experience in a United Nations field office, particularly in West Africa, will be considered an asset;
Readiness to travel within the region.
