Purpose: How does this post support Plan’s strategy and mission? | Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.The program departments of Plan’s Country Offices in West Africa have MER units whose purpose is to improve program quality and accountability through supporting and implementing high quality MER in programs and projects, and, to provide evidence for program design, planning and effectiveness. The MIS Officer is a member of the MER unit. The purpose of the position is to ensure compliance with Plan’s corporate systems and to generate data for routine monitoring processes. |
Dimensions of Role
- Responsible for corporate system management (SAP, SAP BI Online, Evaluation & Research tracker, Program library) and for data quality control in MER data bases
- Supports high quality MER through provision of information and learning from corporate systems
- Member of Country Office MER unit
- Does not line manage another person
Typical Responsibilities – Key End Results of Position
- Availability of high quality data from corporate systems and data bases for planning and monitoring
Activities
- Support planning and monitoring of the Country Strategy (CS) and projects through information generated from corporate systems and data bases
- Manage SAP-Program module to ensure consistency and integrity of data for reporting;
- Ensure SAP data base quality
- Provide training and technical support on the corporate systems
- Review projects entered in SAP for quality compliance
- Monitor project outputs via SAP and prepare report about projects at risk
- Lead the development of data bases for indicator tracking in sponsorship and grant projects
- Support data base management for sponsorship and grants projects
- Develop and manage the Geographic Information System(s) (GIS) for program data
- Improved planning and data quality control in evaluation and research (E&R) projects
Activities
- Upload the annual Evaluation and Research (E&R) plan to the E&R tracker after approval from program management
- Control confidentiality, security, storage and destruction of data collected during E&R initiatives in line with the global E&R standards
- Update the annual E&R plan on a quarterly basis
- Provide regular reports on the E&R tracker and program library status

Strong corporate system management is a pre-requisite to planning and monitoring of projects. Barriers that the MIS officer will have to deal with include:
- No existing system for data quality control and storage
The MIS officer needs to: - Have a well-structured approach to data quality control and storage
- Handle challenges related to SAP with pragmatism and flexibility
Communications and Working Relationships
High level contact: Internal: the Country Office and PU level program team, in particular the other members of the MER unit;
Medium level contact: the Country Office operations team
Low level contact: the Regional Office (RO) SAP and MER team.
Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives:
Knowledge
- Knowledge of theories of child-rights programming and child protection (programmatic and safe-guarding)
- Demonstrated experience as a development professional in monitoring data in corporate systems
- Knowledge of Plan’s corporate systems: (SAP, program library, E&R tracker)
- Knowledge in managing Geographic Information System (GIS)Qualification
- Bachelor degree in demography, measurement, planning, monitoring & evaluation, development studies, social sciences or other relevant field
- At least 2 years of experience in corporate system and data base managementSkills
- Skills for the design, entry, analysis of excel tables, access as well as for Microsoft word and PowerPoint
- In-depth experience of SAP
- Ability to deliver to tight deadlines
- Good active listening skills
- Solid writing skills (report writing etc.)Behaviours

Physical Environment and Demands
Typical office environment with 40% travel to program units.
Level of Contact with Children
The position will be based at the Country Office and level of contact with children is low.
