Newmont’s Africa Operations holds two gold mining operations in Ghana: the Ahafo Mine located in the Brong-Ahafo region and the Akyem Mine located in the Eastern region. There is also near mine exploration and development focus in Ghana to annually replace gold reserves. Newmont Africa also has early-stage exploration programs in the African countries of Ethiopia and Morocco.

Purpose

  • The Manager – Permitting and Early Stages is an experienced technical professional who will coordinate project permits and studies within the Africa region including Akyem, Ahafo South and Ahafo North to support the Africa Business Plan.
  • The role ensures that legal and other obligations are adhered to, facilitates the completion of permitting and supports the project team to establish environmental processes and standard practices during the early project stages.

Essential Duties

Environmental Compliance

  • Provide assistance to the Environmental and Project teams by reviewing and analyzing environmental information related to technical design for various regulatory agencies and the Newmont Investment System when seeking permits/ approval for both greenfield and brownfield Projects
  • Support the Project team with the Environment Design Criteria (Newmont & Regulatory standards) during the planning phase (Newmont Investment System) of the project facilities
  • Ensure Project compliance with the requirement of Government of Ghana Regulatory Agencies, as well as Newmont policies and standards
  • Integrate the S&ER corporate and regional strategy into the project program and early stage scoping anticipating stage gate requirements and incorporate the applicable standards and guidelines
  • Interface with the Project Team and other functions anticipating environmental challenges and defining strategies and execution plans on how to address those challenges
  • Lead Environmental and Social Impact Assessments (ESIA’s) as a single point of accountability.  Incorporate government and other stakeholder comments into ESIA’s for final approval
  • Perform project delivery activities such as report writing, undertaking and organizing data collection and survey fieldwork, performing data and literature review
  • Prepare reports, plans, permits, and documents to senior leadership and regulatory authorities

Budgeting and Reporting

  • Develop and submit Project budget, strategy, objectives and targets to improve environmental performance and continually reduce business risk
  • Manage consultant contracts assuring scope compliance, schedule and budget
  • Manage environmental project budget, consultant field work and provide regular updates to team

Internal & External Collaboration

  • Work in conjunction with Regional Environmental Manager to ensure application of the regional permitting strategy to deliver the project permitting
  • Liaise with other functions in order to identify project requirements that are required to be included in project permitting
  • Liaise with Environmental Manager Managers and teams and other functions on site to obtain relevant information for Baseline, Preliminary Environmental report, Scoping and environmental statements
  • Lead and facilitate in conjunction with the Social Responsibility Managers project stakeholder meetings on site to move the permitting process
  • Coordinate multiple third-party consultants and firms to achieve desired outcomes

Continuous Improvement

  • Provide regular updates of project S&ER matters to the project director, anticipating issues or identifying early on potential risks that require action or contingency plan
  • Track and monitor the permitting schedules for the project and flag any potential risks

Health and Safety

  • Deliver own prescribed outcomes and/or provide services by following Newmont’s Health and Safety systems and protocols
  • Oversee that all work carried out adheres to Health and Safety standard operating procedures

Training & Experience

Formal Qualification (including Professional Registrations):

  • Bachelor’s degree in Environmental Science or related field
  • A master degree in related field considered an asset
  • In depth working knowledge of the Ghana Mining Industry legislation

Experience:

  • A minimum of 10 years’ experience is in the environment field
  • Extensive direct experience and knowledge of environmental impact assessment and permitting
  • Experience in environmental assessment and permitting of large scale developments
  • Project Management Experience would be an added asset
  • Previous mining experience and demonstrated ability to achieve deadlines and manage priorities

Technical Skills:

  • Proven abilities in the areas of Project Management Negotiation, Technical Report Writing and Stake Holder Consultation
  • High Level of Interpersonal Skills and Strong Influencing Skills
  • High Level Technical Skills, Resilience and Resourcefulness

Behavioural Attributes:
