About the National Development Planning Commission

The National Development Planning Commission (NDPC) was established under Articles 86 and 87 of the 1992 Constitution as part of the Executive. The National Development Planning Commission Act, 1994, (Act 479) and the National Development Planning (System) Act, 1994, (Act 480), provide the core legal framework for the establishment of the Commission and the performance of its functions. (Other laws of relevance to the Commission’s work are:  the Local Government Act (Act 462) 1993; Local Government Service Act (Act 656) 2003; Petroleum Revenue Management Act (Act 815) 2011; Civil Service Act (PNDC Law 327) 1993; and Ghana Infrastructure Investment Fund Act, (Act 877), 2014).

Job Title: Directors

DIRECTOR, MONITORING, AND EVALUATION

JOB PURPOSE    

Under the overall guidance and direction of the DG, the director provides technical and administrative leadership for the Monitoring and Evaluation Division

Duties and Responsibilities (Directors):

  • Advise the Director-General on matters pertaining to national development.
  • Provide leadership for the achievement of the established objectives of the division and ensure that the divisional structure, roles. procedures and methodologies facilitate the achievement of these objectives
  • Oversee the preparation of work programmes and timetables in conformity with the Divisions and Commissions objectives
  • Supervise the activities of all sectional heads and ensure high quality divisional outputs
  • Coordinate research on national development issues and maintain a repository of knowledge for purposes of leaming
  • Lead the preparation of the Long-term and Medium-term Policy Frameworks, Planning Guidelines,Annual Progress Report and other key deliverables
  • Ensure the preparation of quality policy papers
  • Ensure that all personnel are kept abreast with and are fully conversant with the most up- to-date concepts, technologies and methods in relation to the Division
  • Ensure that services needed to facilitate work of staff are provided and on schedule
  • Lead the coordination, establishment and maintenance of effective MI Systems
  • Coordinatepolicyformulation, plan,preparations, monitoring and evaluationandresearch at national and sub-national levels
  • Supervise the tracking and evaluation of the implementation of development plans, policies and projects
  • Ensure the organisation of regular meetings with staff to acquaint them with the work and policies of the Division

  • Ensure collaboration with relevant stakeholders and advise on training needs for subordinate staff

Qualification and Experience (Directors):

  • Must possess a minimum of a Masters degree in Development Planning, Development Policy or relevant discipline of Economics, Social Sciences, M&E with strong analytical background
  • Must be fully certified by s recognised and relevant professional body
  • A minimum of twelve (121 years’ post-qualification experience of which at least five (5) years have been in senior management knowledge of both national end International development issues and enhanced understanding of the National and sub-national Planning Processes including Monitoring and Evaluation
  • Demonstrable evidence of experience and previous work involving strategic and/or development planning
  • Demonstrable experience in research and policy analysis with relevant publications in high reputable journals
  • Demonstrated capacity to generate and implement new ideas.

Job Title: Resource Mobilization & Partnership Officer

Duties and Responsibilities

  • Identify innovative funding sources and potential partners
  • Design state-of-the-art resource mobilization policies and procedures that represent best practices and in compliance with the host organization’s requirements and are in sync with the values of the Commission and the host organization
  • Develop and implement an effective strategy and tools for creating strategic partnerships and mobilizing financial resources from donors, development partners, individuals and other stakeholders.
  • Develop an annual resource mobilization plan and work closely with the Divisions to define and agree on specific fundraising targets and events for the year
  • Develop and maintain a comprehensive database on key existing and potential donors: their priorities or areas of interest for financial support; criteria and guidelines for providing grants; and donor policies that may have impact on funding for NDPC now or in the future
  • Develop and maintain a tracking system for follow-up on financial commitments made by development agencies and partners with a view to ensuring that pledges are met
  • Prepare reports in consultation with the relevant divisions and Accounts in a timely manner
  • Identify and pursue opportunities for strategic partnerships by organizing targeted partners’ meetings, campaigns and events with a view to increasing the visibility and influence of the Commission
  • Develop a portfolio of partners and maintain open channels for regular dialogue with potential donors and partners
  • Strengthen relationships with existing partners through timely and transparent communication that fosters trust; and identify and build new relationships with other development agencies, bilateral and multi-lateral development institutions, private sector and civil society organizations
  • Review, and assess regularly, the health of the Commission’s relationship with existing partners, provide guidance on relationship management and strengthening partnerships
  • Provide the D-G with regular briefs on resource mobilization status and proposals for new strategic partnerships
  • Perform any other duties as may be assigned by Directors and Director-General

Qualification and Experience

  • Must possess a minimum of a Master’s degree in Business, International Studies, Communications or equivalent
  • Membership of a recognised and relevant professional body
  • A minimum of nine (9) years’ post qualification experience of which at least three (3) years have been in senior management
  • Pass a competitive selection interview conducted by the Commission in consultation with PSC
  • Experience in resource mobilization, strategic partnerships and marketing with demonstrated success in all aspects of resource mobilization (targeting, proposal writing, sales, negotiation, reporting)

Job Title: Principal Officer, Procurement

JOB PURPOSE:   

Under the direction and guidance of the Chief Manager, provide professional support for the provision and effective management of service delivery in their respective units.

Duties and Responsibilities (Applicable to both Principal Officers)

  • Oversee and coordinate policies, procedures and routines in their respective units
  • Support the preparation of NDPC’s annual budget by providing the appropriate inputs
  • Manage the day-to-day operations for the effective function of the unit
  • Prepare periodic reports on all activities and projects related to their respective units
  • Support in the provision of services and facilities necessary to support operation of the NDPC

Qualifications

  • Must possess a Master’s Degree in Procurement, Supply Chain Management, IT or relevant field as applicable from a recognized Tertiary Institution

JOB PURPOSE    

Under the direction and guidance of the Chief Manager, lead the provision of support for the efficient management and maintenance of the property of the NDPC

Duties and Responsibilities

  • Manage the estates unit of NDPC
  • Lead the provision of technical support in the periodic maintenance of NDP C’s property
  • Provide technical support in the preparation of budget estimates for works on NDPC’s building/equipment.
  • Inspect sanitation and maintenance of NDP C’s Estates
  • Supervise furnishing of offices and residential accommodation
  • Submit periodic reports on the maintenance of the property of the NDPC
  • Ensure supply of reliable utility services
  • Ensure staff appraisals are carried out in a timely matter
  • Perform any other duties as may be assigned by the Chief Manager or Director

Qualification and Experience

  • Must possess a Bachelor’s Degree in Estate Management or its equivalent
  • A minimum of three (3) years post qualification work experience in Estate and Property Management
