NAPRM-GC Recruitment 2025/2026 | The National African Peer Review Mechanism Governing Council (NAPRM-GC) for Executive Secretary for 2025 is ongoing.

The National African Peer Review Mechanism Governing Council (NAPRM-GC) invites applications from suitably qualified Ghanaians who are goal-oriented, results-driven with good leadership qualities and enthusiasm for appointment to the position of:

EXECUTIVE SECRETARY

1) JOB PURPOSE

To lead the Secretariat in achieving the goals of the NAPRM-GC through strategic planning, implementation, management and reporting of its affairs to the Governing Council, and the day-to-day co-ordination of its core activities.

2) DUTIES AND RESPONSIBILITIES

Subject to the general directions and control of the council, the Executive Secretary shall:

  • head the Secretariat and serve as Secretary to the Governing Council;
  • take day-to-day responsibility for progressing the Council’s policy and influencing work in discrete policy areas, ensuring this policy contribution is integrated with other APRM policy development;
  • advise the Governing Council on specialty matters and policies for the achievement of the objectives of the NAPRM;
  • provide leadership and guidance for proper functioning, administration, management, and operation of the Secretariat;
  • serve as a functional link between the Governing Council and the Secretariat;
  • implement the appropriate internal structures, control, management and decision-making systems and processes of the Secretariat;
  • liaise with Ministers of State, MPs, MMDCEs and all stakeholders and offer supportive services and advice for smooth operation of the NAPRM-GC;
  • ensure that appropriate action is taken to secure the timely and effective implementation of the NAPRM-GC’s programmes and activities;
  • ensure stakeholders actively participate in the design, re-appraisal, implementation and evaluation of NAPRM-GC’s projects and programmes;
  • establish effective linkages with sector Ministries, Departments and Agencies (MDAs) to harmonize the work of the Governing Council;
  • collaborate and build relationships with key Government, Public and Private sector partners and stakeholders in carrying out the NAPRM-GC’s mandate;
  • identify appropriate funding agencies and develop proposals to solicit for funds;
  • ensure financial discipline at the Secretariat;
  • prepare briefs, position papers, progress reports, guidelines and other relevant documents to support the work of the NAPRM-GC;
  • prepare and submit quarterly and annual reports on activities of the Secretariat including financial reports as well as technical papers to the Governing Council; and,
  • perform other job-related duties as assigned by the Governing Council.

3) QUALIFICATION & EXPERIENCE

  • A minimum of a Master’s Degree in Development Studies, Business Management, Public Administration or Project Management or any related discipline;
  • A doctorate degree in a relevant discipline will be an added advantage;
  • A minimum of fifteen (15) years post qualification, five (5) of which should be in a management position;
  • Proven experience at a management level in mid-to wider-scale senior-level engagement on a project, especially within West Africa, the Regional or international arena;
  • Experience in grants management preferred, particularly donor reporting and compliance;
  • Strong knowledge of African and Ghanaian political, economic and development issues, strategic mindset and strong capacity to analyze situations from the perspective of stakeholders and translate strategic thinking into implementation;
  • Knowledge of human resource policies and practices, and ability to interpret and apply them in an organizational setting;

4) COMPETENCIES AND SKILLS

The candidate must have the following:

  • Extensive leadership, mentoring and management skills;
  • A creative approach to problem-solving, be versatile and willing to work around obstacles, both internal and external;
  • Good human and public relations skills;
  • Excellent communication, writing, reporting, and presentation skills;
  • Good knowledge of financial administration, the Public Procurement Act, and the Internal Audit Agency Act;
  • Ability to work to meet deadlines;
  • Capacity to inspire and motivate people;
  • Good interpersonal skills, and ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity;
  • Demonstrated record of good leadership and teamwork in a multicultural environment, including skills in networking;
  • Ability to work for long hours, and on weekends when necessary;
  • Good computer skills in relevant software.

5) TERMS OF APPOINTMENT

  • The term of appointment is for a one (1) year period on a contract subject to renewal based on performance.
