Job Description

CARE International in Ghana is seeking a qualified candidate to fill the position of a Grants Officer for Adwuma Pa Project. Adwuma Pa is a four-year cooperative agreement between the US Department of Labour (USDOL’s Bureau of International Labour Affairs (ILAB) and Cooperative for Assistance and Relief Everywhere (CARE). The overarching goal of the project is to empower women and girls in the cocoa supply chain in Ghana.  The objective of the project is to reduce the risk of child labour, forced labour, and other violations of labour rights for vulnerable girls aged 15-17 years, and women 18+ within the cocoa sector in Ghana.

The project will be implemented in 80 cocoa communities in the Bibiani Anhwiawso Bekwai municipality of the Western region, Goaso municipality of the Brong Ahafo region, Tano South district of the Brong Ahafo region, and the Asikuma Odoben Brakwa district of the Central region. The project will be managed from the Kumasi Sub- Office of CARE International in Ghana.

Responsibilities:

  • Assist the project team in the preparation of budgets;
  • Coordinate and consolidate all expenditure of the project and sub-office and submit monthly cash budget to Accra for cash transfer to the project office bank account;
  • Prepare all disbursement, adjustments, receipts vouchers and cheques for signature;
  • Check all advance justifications including supporting documentation and prepare AJEs for approval in Accra, and Control the petty cash reports
  • Ensure that all transaction supporting documents are complete, defaced and photocopies are properly filed in the sub-office; Ensure that the balance on the sub-office bank account is always minimal;
  • Assist and facilitate the annual budget preparation for the Adwuma Pa project;
  • Monitor expenditures against budgets and inform the Project Director of major discrepancies;
  • Provide cost analysis information as required by the Project Director;
  • Prepare and coordinate the preparation of periodic reports to the donors and key stakeholders as required by contracts meeting all reporting deadlines
  • Assist Sub Recipients to maintain appropriate books of accounts, documentation and ensure proper accounting for CARE and donor funds; Provide financial capacity building support to partners;
  • Review partners reports and records to ensure that CARE funds are used judiciously and to the maximum benefit of the CARE project/component;
  • Keep track of CARE funds with Sub Recipients
  • Assist in reviewing and liquidation of sub-grantees expenditure.

Qualifications, Skills & Experience

  • A minimum qualification of University Degree in Finance, Accounting, Administration, Management, Business or equivalent experience or a combination of education and work experience.
  • Master’s degree will be an added advantage
  • At least 3 years progressively responsible experience providing analytical/technical support in grant/contract management and budget management, financial audit of international NGOs and/or directly related area
  • Relevant experience in capacity building activities and working with cocoa farming communities, CBOs, traditional institutions, NGOs and public sector agencies
  • Strategic and conceptual thinking ability, Critical thinking, creative and analytical
  • Excellent communication skills and good team player
  • Experience in facilitating linkages, relationship building and networking
  • Experienced in smallholder agri-business and capacity building
  • Good speaking and writing skills in English and ability to communicate in Twi (Akan
  • Practical knowledge in the use of complex Accounting Software
  • Excellent Excel Skills i.e. ability to use functions and macros for complex donor reporting
  • Practical knowledge of donor regulations i.e. USDOL, EC, DFID etc
  • Proficient in other Microsoft applications; Access, Word, PowerPoint & Outlook
  • Good knowledge of Accounting Practice, policies and procedures
  • Strong problem solving, analytical, operational and coordinating abilities
  • Excellent interpersonal, oral and written communication and presentation skills
  • Strong level of autonomy to provide independent follow through on processing issues and concerns
  • Excellent planning, organizational and time management skills, Stress tolerance and an ability to multi-task
  • Strong customer service focus and ability to work with people from varied backgrounds and cultures at all levels in the Organization.
